These men are almost certainly conscripts in the Dutch army (Landmacht). The blankets and the presence of a gas mask indicate an exercise in which the men may have had to be “decontaminated” or in which they came out of a “gas attack exercise” and were wrapped up warmly.

Location: probably a training ground with barracks, e.g. in the Veluwe (Ede, Harskamp) or elsewhere where the army held many exercises in the 1930s.
